1. Apologies and Introductions
Apologies were received and all those present introduced themselves.

3. Election of Chair
KR reported that this item is to be postponed until the next meeting. Nominations have been received for both David Fernandez and Colin Owen. KR explained that as the Gatley Village Partnership is a non-political organisation she wants to take advice from a more senior colleague about whether it is appropriate for someone who has stood as a political candidate in the local elections to serve as chair. KR has discussed this with both of the nominees and they are both happy for the item to be deferred.
4. Matters arising from the last meeting and progress on ongoing issues
DF explained that the matters arising from the previous meeting are to be dealt with under specific agenda items.
5. Muhammad Tayyab, Area Conditions Officer, Stockport Council Environmental Services. To discuss his role.
MT's role is to improve environmental quality by responding to complaints about litter, fly tipping, fly posting, graffiti, abandoned vehicles, domestic waste and recycling. He then gave an update on some of the issues he is currently addressing in Gatley.
There have been some incidents of fly posting around Gatley. Where possible MT arranges for them to be removed or will send a warning letter to the fly poster that can lead to a caution.
Following reports of litter at the rear of the Co-Op at the corner of Oakwood Avenue and Church Road MT has taken some photos and gone in to have an informal chat with the supervisor on duty. If no action is taken he will make a return visit. In cases such as this if action is not taken he has the ability to serve notices requiring businesses to clear up the rubbish.
There is rubbish at the recycling bins in the car park that has been reported to the recycling officer for removal to take place.
A query was raised about how often the bins in the centre are emptied. Some bins are emptied more regularly than other, depending on their siting and who is responsible for them being emptied. Cllr MJ requested that MT provide details of how often each of the bins in the centre are emptied. The bin on Gatley Green and the bins by the railway bridge on Scholes field were highlighted as bins that need to be emptied more regularly.
A discussion took place regarding the provision of blue bins. The blue bins are being gradually phased in across the borough. A show of hands indicated that three-quarters of those present at the meeting do not yet have blue bins. It was requested that MT find out when the rest of Gatley is to be provided with blue bins.
TB raised the issue of the amount of litter that has accumulated around the substation at the Red Lion. MT agreed to contact United Utilities and to monitor the situation.
6. Former Tatton Cinema site
A planning application has been submitted for a mixed use development consisting of 32 retirement homes and retail at the ground floor level. The proposed scheme involves the demolition of the former foyer area and the units to the right hand side. The reference numbers for the applications are 039764 and 039489. The plans can be viewed by typing the reference number into the Council's database at http://planning.stockport.gov.uk/PlanningData/AcolNetCGI.gov
Cllr MJ explained that he has called the application in.
DF reiterated that the Gatley Village Partnership wished to see a development that is in keeping with the village.
It was reported that the plans can be viewed at BOSSco and information will soon be in the local shops. These venues will also hold details about how people can comment on the application.
7. Gatley Skate Park evaluation report
A report was presented to Cheadle Area Committee at the end of May that provided information on the levels of crime and anti-social behaviour recorded in Gatley Recreation Ground since the skate park was installed. The report also listed improvements that have been made to the park and interventions that have taken place to reduce problems. The results show that there was a peak in incidents in the summer of 2005 with significantly smaller peaks in the subsequent summer months. There were just three recorded incidents in 2007.
DF expressed disappointment that the report did not make any recommendations about the long term future of the skate park.
KR reminded people that if they witness crime or anti-social behaviour in Gatley Rec they should report it to the police or the parks department.
8. Work at A34 crossroads
Resurfacing work at the A34 crossroads is to be carried out over ten consecutive nights from the 21st of July between 8pm and 1am. Each side of the A34 will be closed as it is resurfaced and traffic will operate as a contraflow. Once the resurfacing is completed the left turn filter to allow traffic to turn left from Gatley towards Manchester will be set up to run at the same time as traffic turning right from Manchester towards Gatley.
The longer term aspiration is to put in right turn filters that will aid traffic leaving Cheadle and Gatley; however this is dependent on support from the Highways Agency and Greater Manchester Urban Traffic Control.
9. Police update
No police representative attended the meeting.
The next Gatley Police Community Engagement meeting is to be held on the 22nd of July at Kingsway High School from 7.00 - 9.30pm.
The issue of illegal parking on Oakwood Avenue was raised. KR to report to parking enforcement.
10. Update from local groups
JP reported that an evening walk was recently held at Gatley Carrs and was attended by around 30 people. The noticeboard at Gatley Carrs has been vandalised.
TB reported that the rotting bench has been replaced at the Memorial Park. Environmental Health have attended in order to deal with the rat problem in the brook.
DdB reported that the Gatley and District Rotary Club will be bringing Father Christmas back to Gatley. It was suggested that Christmas initiatives be include as an item on the next agenda in order to effectively coordinate the various Christmas events organised in the village.
MT reported that the Gatley United Reformed Church will be holding an open air ‘songs of praise' event in the park at 5.00pm on the 20th of July.

Review of parking in Gatley Village The Gatley Village Partnership has requested that a review of on/off street parking be undertaken and that no further changes to any parking restrictions within Gatley be carried out until such a review is completed. Investigate the feasibility of making Church Road one-way The Gatley Village Partnership has requested that the possibility of making Church Road one-way be reinvestigated and considered alongside a review of parking. Review of Gatley skate park facility
It was agreed that once the skate park had been in place for a year a report would be compiled detailing its use and any issues that have arisen. The report is to include data collected from the police and Council services such as Parks and Recreation and the Community Safety Unit Report presented to Cheadle Area Committee in May.
