3. Matters Arising
The bollards have been installed at Old Rectory Gardens.
KR provided copies of Stockport Council's Bereavement Services five year plan for improving the borough's cemeteries. The plan lists service wide improvements and improvements to specific cemeteries. KR reported that the Bereavement Services manager has volunteered to attend a future meeting in order to give a brief talk and answer any questions about maintenance and improvement in Cheadle's cemeteries. The group agreed that the Bereavement Services manager should be invited to the next meeting.
The Strategic Network Engineer is hoping that consultation on safety improvements around Mary Street / Church Street will begin in the next couple of weeks. Cllr MJ reported that the issue of damage to the lych-gate and the church wall was raised at the last Cheadle Area Committee and a list was submitted that identified the occasions on which the wall had been damaged since March 2004. The issue is to be placed on the next Cheadle Area Committee agenda and it was requested that a report be submitted detailing what investigations have been carried out and suggested solutions.
A discussion took place regarding parking issues including parking on pavements, enforcement, yellow lining and Traffic Regulation Orders. It was asked if the possibility of reassessing the Traffic Regulation Orders in Cheadle Village and replacing single yellow lines with double yellow lines be investigated.
4. Police Update
PCSO NB reported that there have been some robberies in Bruntwood Park. A mobile police station has been set up in the park and mounted police are patrolling.
There have been some problems with criminal damage at Jubilee Rec. PM reported that fencing is due to be installed in 6-8 weeks. Cllr PP explained that extra youth service support has been requested.
There have been shoplifting incidents on High Street. PCSO NB is visiting shops to see if they are interested in taking up the Storenet radio system.
5. Green Space Update
PM is to speak to the Environment Agency to ask for an update on their thoughts about the management of the pond at Abney Hall and its suitability for fishing.
The Friends of Brooklyn Park are holding a task day on the 27th of September and PM's team, will be looking at the winter work programme in October.
Cheadle Green: PM has asked colleagues to produce two reports; one on the pond and one on the trees (what would be beneficial). PM reiterated that there is likely to be the capacity to carry out some ‘quick hits' such as tidying up beds but anything beyond that will need a different approach. PM met with a local resident who is hoping to get together a group of volunteers to carry out improvements on Cheadle Green. It is hoped that a task day to clean out the pond can be held in the near future. If there is enough interest following this event then the feasibility of establishing a Friends group will be explored. PM explained that Friends groups are able to apply for external funding streams that are unavailable to local authorities. Cllr MJ reported that a task day is planned for Scholes Field in Gatley and that if there is a surplus of volunteers they may be able to help out with a task day on Cheadle Green.
PM explained that due to a breakdown in communication there have been some issues with the maintenance of the beds on Ernest Street. In the longer term PM would like to remove the rose beds at the back as they add little to the area.
AM enquired about whether the war memorial could be tidied up. Cllr PP has held discussions about this and PM has carried out an annual inspection and subsequently put forward suggestions for improvement work.
6. Cheadle District Centre Steward / district centre maintenance update
David Wilson's secondment to the town centre has been extended further. The temporary steward in post is called Malcolm.
A discussion took place about what an asset David has been in Cheadle and disappointment was expressed that he is not due to return to Cheadle in the short term.
KR reported a bed base and mattress that had been fly tipped at the rear of the car park toilet block. They have subsequently been removed.
7. Former Somerfield supermarket site update
Rev. RM provided an update on developments. The board of Tesco have agreed a contract to provide a Tesco Express store on the existing premises. The amount of shop floor space will be smaller than Somerfield. The main entrance to The Upper Room will be at the rear of the building. Tesco are hoping to be in within 12 weeks. Planning applications have been submitted for the installation of a condenser and air conditioning unit on the roof and for the variation of hours. Cllr MJ has called the application in due to potential concerns about late opening hours.
8. Christmas in Cheadle
KR explained that the Christmas sub-committee feel that the Christmas event they have held for the last few years outside the BT exchange is not reaching its potential due to lack of trader support. One of the traders is organising a social event for local businesses in October and it is hoped that such an event may kick start some interest from the traders in working together.
KR highlighted the fact that there were problems with some of the lights in trees not working properly last year. The lights are to be connected up in November this year so that any broken lights can be identified and replaced with new ones in plenty of time for Christmas.
It was asked whether a tree could once again be provided on Cheadle Green. KR to make some enquiries.
9. AOB
JS from Greater Manchester Fire Service requested that a fire service update be included on forthcoming agendas. JS explained that he won't always be able to attend in person but will be able to send information via KR.
Discussions took place regarding the sale of Bullocks to Stagecoach and Cheadle's postal address (Cheadle, Cheshire or Cheadle, Stockport)
A resident attended to ask a question about an empty property near to his home. Cllr MJ advised him what action can be taken.

PROGRESS ON UNRESOLVED ISSUES
Car Park Landscaping The hard landscaping and planting areas in Massie Street are awaiting attention. Programmed improvement work completed. KR to pursue further options for improvement.
Car Parking
Enforcement Issues Car parking issues are regularly discussed at partnership meetings, in particular the issue of illegal street parking and whether the Traffic Regulation Orders in place in Cheadle need to be reconsidered. Steve Thompson to be invited to next meeting.
Traffic movements around the Church Street , Lime Grove and Wood Street area There are various issues surrounding the movement of large vehicles accessing Travis Perkins with damage to St Mary's Church wall a particular concern. £30,000 allocated for improvements and safety on side roads between Mary Street and Church Street.
Improvements to Cheadle Green Tentative discussions concerning improving Cheadle Green have taken place in the past. Cheadle Green included as a priority in the Cheadle Action Plan Review. Once staffing levels have increased in the Parks Community Development Team; it is hoped that work can start on consulting on options.
Conditionof footpaths The partnership has expressed concern at the condition of the footways in Cheadle district centre and the application of the Council's Footways Policy. Repair work has recently been carried out on the flagged areas in the centre.
