Synopsis of 22nd April meeting
Cheadle Area Committee debate Lidl's ‘development by stealth' in Councillor Lane - Cheadle (DC029182).
The old Lidl building which should have been demolished, but which Lidl now wants to find alternative use for, has become a haven for anti-social behaviour ranging from (in the words of a distressed resident representing the neighbours) - noise, mess, destruction, rubbish, fly tipping to ‘couples fornicating in cars' in full view of her young daughter through a window which overlooks this area at the back of her home. The residents had never been consulted prior to building the new store nor had Lidl personnel at any point discussed any of the current issues with them.
Cheadle Area Committee unanimously critisized Lidl's latest planning request with Councillor Pantall describing Lidls's planning strategy as ‘ad hockery', ‘suspicious', ‘development by stealth' and all councillors agreed that Lidl had exhibited ‘blatant disregard' towards the conditions of their planning application. Despite these strong views from committee and a desire to enforce the demolition of Lidl's old store, the councillors were strongly advised by Ray Tomlinson the Town Hall's planning office, to grant Lidl its 6 month extension from February 22 to August 22nd this year, due to the possibility of Lidl appealing any such decision. Lidl would have till August 22nd to have presented alternative use or face enforcement.
Councillors reluctantly agreed a strong resolution to accompany the extension requesting that Lidl has to work closely with the
1) Security Planning Officer -
2) Environmental Health
3) Negotiate and listen to Neighbouring residents to resolve issues
Also progress reports to be supplied back to the Committee.
Cheadle, Gatley and Cheadle Hulme South Development Applications
Development Application decisions taken by Cheadle Area and Bramhall Area Committees on Tuesday 22nd and Wednesday 23rd April.
A ‘Reserved matters Application DC029109 - Brite Court, Park Road in Gatley for 24 townhouses was granted despite Cllr Paul Carter questioning why this application should be allowed despite the various reservations expressed with the engineer's report. He also proposed that in light of traffic problems in Gatley, there should be ‘Rumble Strips' where traffic approaches with speed down Styal Road close to the proposed development and Cllr Peter Burns asked for a footpath to be provided by Stonepail Road. This extra cost could be covered by a contribution (through AS106) which is granted as ‘Sustainable Travel Measures/Improvements'. Also councillors stressed that visibility issues at the junction of Stonepail Road and Park Road need to be resolved.
RE Application DC029303- for new residential terrace comprising of 2 (3 bedrooms), one (2 bedrooms), one (1 bedroom) apartments at 25 Park Road Cheadle:-
Neighbouring residents were objecting to his development for a variety of reasons not least that they would have loss of privacy, be overshadowed and that there would be insufficient car parking amenities. Cllr Carter commented at the ‘cavalier attitude' of the Highways Engineer whose report said that there was ‘sufficient on street parking available.' Committee recommended a site visit which will take place on Monday 19th with a planning review at the Town hall on 22nd May.
Re Development Application DC029085 - Change of use for 51c Station Road Cheadle Hulme from an A1 (sales of cold food) to A3 or A5 (Take away or Restaurant) - was refused due to impact on residential area due to lack of car parking, smell and litter problems associated with takeaways.(Bramhall Area Meeting).
Cheadle and Cheadle Hulme Partnership Action Plan Reviews
These were presented by Brian Nash, with Cllr Porgess asking for Special attention to be given to Cheadle Village Green, and suggestion here is to get a ‘Friends' group going. Cllr Carter wants to increase trader's involvement; Cllr Pantall wants more emphasis on access by public transport, parking and traffic managment. Cllr Pantall asked what has become of Cheadle Hulme Station and Brian Nash said that Gary Stanton is waiting for the project management in London to get in touch - this was supposed to have started April 1st.
Amongst other items also discussed were:
Parking by Steve Thomson who says that the public have become too clever and CEO's (Civil Enforcement Officers) are predicting even less penalties being given. He invited the councillors to go out for a day with a CEO to see how this work is undertaken.
Scrutiny committee reviews
As each year, the council's scrutiny Committees establish review panels to undertake policy development reviews, it has been suggested that councillors and Area Committees are well place to identify those things that concern their local residents and communities. Therefore the Council Executive have agreed to provide resources from the PIF budget got Area Committees to increase public involvement in local democracy, by discussions issues which are brought to ward surgeries and to suggest topics for review.
