New library charges introduced from 19 September

Library charges in Hampshire are changing from Monday 19 September.

With library budgets under pressure, Hampshire County Council has had to review its charges. Library fines for adults have not increased nor has the basic reservation charge. However, increases have taken place in the following areas:

Overdue charges for items borrowed by children are being re-introduced at a concessionary rate of 5p a day to a maximum of 40p per item. This will encourage a higher rate of return of children's books in order to make a wide selection of stock available to borrow for others. This applies to items borrowed on and after 19 September

Overdue charges for items borrowed on mobile libraries are being introduced - on the basis of a single overdue charge of 15p per book for an adult and 5p per book for a child. This applies to items borrowed on and after 19 September

A concessionary charge of 10p for children's reservations is being introduced to offset some of the costs involved in providing the service

Renewal of Inter Library Loans will be introduced at £2.50 per renewal. This reflects the charges made to the Library service by interlending institutions

Reading group sets reservations will from 3 January 2012 operate via a reading group membership. For an annual fee of £15, up to 12 sets can be reserved during the year. The demand for this service is ever increasing and we now have well over 1,000 sets available to reserve

Music score sets hire will reflect national best practice and loans will now cost £7.50 per set of 20 scores. An annual membership charge of £10 per year will also be charged from 3 January 2012. Orchestral sets will cost £15

Language Packs will now cost £1 per loan but the charge for audio book packs remains at 60p. Concessions apply to the visually impaired

A charge for institutions and other bodies who require the selection, delivery and collection of a large number of books will be introduced at £200 per year. However, we hope that most local groups will want to make use of the free group membership whereby they choose and return collections of books and audiobooks to their local branch free of charge.

To ensure customers do not incur unnecessary overdue fines they are being urged to update their details with library staff to include an email address so that a reminder can be sent via email before books become overdue. Customers should also be reminded that they can renew their books on-line at: www.hants.gov.uk/library or by phone on 0845 6035631 or 01329 225391

Executive Member for Culture and Recreation, Councillor Keith Chapman, said:

"The introduction of new charges will enable Hampshire County Council's Library and Information Service to ensure that as many books as possible are available to borrow, encourage responsible borrowing and make sure that our charges keep up with our costs.

"The re-introduction of children's fines is hoped to encourage children and their parents to bring books back for other borrowers to enjoy. There are currently over 33,000 children's books, which are long overdue, sitting in people's homes, this is a huge loss for the County's library service as well as other borrowers.

"The new charges are due to be implemented on 19 September and were supported by the Culture and Community's Select Committee, made up of cross party members."
