The event is being organised by Portsmouth City Council as part of its activity to promote the regeneration work being done in the area, with VolkerFitzpatrickColas, the contractor working on the new motorway junction and park-and-ride, also contributing to the event.
Cllr Jason Fazackarley, councillor for Nelson ward, said: "While the regeneration of Tipner will have many benefits in the future, it's good to see organisations involved in the regeneration work giving something positive back to the community now.
"The range of things to see and do means there should be something for everyone and I hope as many residents as possible take the time to enjoy a fun afternoon out."
It is hoped this first outing can lead to an annual community run event for future years.
John Cass, chairman of Stamshaw & Tipner neighbourhood forum, said: "The community fair should be a great event. It is a very positive move for the area and we want to work with local people going forward to make it a regular fixture in the calendar."
