AINSWORTH COMMUNITY ASSOCIATION

EXECUTIVE COMMITTEE MEETING

Held on Thursday 1st April 2010 at 7.30pm in the Unitarian Schoolroom, Knowsley Rd

Present A Moss (Chair), GE Parker (Vice chair), G Hartley (Sec), M Varnom (Treas), K Shaw, T McDonough, S Horrocks, L Ashworth, Cllr J Harris, Cllr S Penketh

1/. Apologies  I Syddall, A Orth, C White

2/. Minutes The minutes of the previous meeting on 4th March had been circulated prior to this meeting, and were approved as a correct record following a proposal by Terry McDonough, seconded by Max Varnom ,

3/.Matters Arising

    a/.GMPTE to review need for the relocated bus stop Bury Old Rd. GMPTE carried out a site review w/c 20th Feb and we await management response. The issues is not that the resited bus stop is dangerously located rather than redundant.   ACTION GHH***

    b/. Highways Dept review of policy on commercial signage in Arthur Lane No update available                              

    c/. Flagpole  Mr Glover obtained a 10% cheaper quote from favoured supplier Flagstaff. Our LAP grant application was submitted by hand to the Town Hall on 8th March but thereafter it appears to have gone astray and was not considered by the March LAP meeting Cllr Penketh agreed to complaint to the Chief Exec about this loss of mail and also to seek for our application to be considered retrospectively (ie in 2009/10 Financial Year)                                                                                                                   ACTION SP****

    The Secretary will likewise raise with the LAP Manager.

    Anne Moss described 2 possible locations for the flagpole:-

     a/. at left gate post of the Community Hall - convenient for scouts/guides, but may be less visible because of street lights, and signage

     b/. On the Rec just beyond the Rec gates.. where there is a gap in the trees -  would be visible for the school pupils. Committee members were asked to visit these 2 sites when tree foliage returns to see which is the most visible location, and re consider the location for our June meeting

    d/. Gritting Cheery Trees 19 Feb. This followed concern about a minor car accident and a bus sliding, on an icy morning. Cllr Penketh advised that he has had an assurance  from Glen Stuart that because this road is a bus route and with a hill and bed bends it gets high gritting priority.

    e/. Road Assessment Vehicle.  Cllr Harris advised the this vehicle was assessing road structure in Moorside Ave and Edgeworth Ave., but not Church St. She advised that she has requested pothole repairs to Church St/ Cockeymoor Rd, and that Bradley fold Rd has recently had pot hole repairs.  

4/. Recreation Ground - Phase 2.The Secretary has requested Tom Buggie to get the contractor to examine and re dress to soil at the kerb edge of the goal area. Discussion ensued on the suitability of the hard surface goal area. It was agreed to seek opinions of this at the AGM and to suggest either a/. remove it and improve the drainage in the grass area

    or b/. install a larger all weather football surface..... both schemes would need improved drainage and grant funding   

                             Phase 3   . We were delighted to learn that the LAP has awarded 90% of the £1500 we applied for to enable Highways to work up the spec and provide  a final artist impression of the "Village Green Concept". When the Treasurer receives the cheque , George Parker will get Highways to proceed

6/. Planning and Development Applications  

    a/ 11 Church St illuminated sign at dentists - .rejected upon appeal

    b/.70 Church St single storey rear extn - no concerns

    c/. Arthur Lane Nursery Agricultural use application for  new Poly Tunnel -  refused as an Agricultural development

    d/. Ainsworth Nursing Home  -Conservatory - details awaited

    e/. Old Holts Farm.... Project for large workshop passed 2 years ago included requirement for tree screening... Only partly completed yet, and the Planning Enforcement Officer is reviewing.

    f/. 28 Cockeymoor Rd 2 mt high replacement fence on east side no concerns

7/. Review of Road Safety Actions. The Secretary gave a review of the 13 short term actions agreed with Highways following the meeting 22/6/09. The proposals in our original road safety report Jan 09 remain our long term objectives although many of the desires will require a change of policy/ staff at Traffic Management. It was agreed to review these objectives again and suggest new priorities and this will be considered by George Parker and Max Varnom who will alsop request police accident statistics in support.

8/. Xmas Tree Project.  Siting in the yard of the Community Hall seems best option and Max Varnom will approach the Management Committee to check feasibility.

9/. LAP Linda Horrocks attended the LAP meeting 25 March as our rep                                                                                                        

10/. Rural Inequalities Forum G Hartley attended the meeting on 18 March. Some of the villages are concerned that their traffic calming proposals are not yet fully implemented, and traffic speed is still a problem even where work has been done                                                                                      

11/. AGM arranged for Wed 21st April. Fliers have been distributed for committee members to distribute this week for which we are grateful

12/. Treasurer's Report.  There was no expenditure in March, so funds remained at   £761.65p.

13/. Any Other Business 

    a/. The traffic lights at the end of Peel way are out of cinque causing traffic congestion at the long term road works in Bury Bolton Rd. Cllr Harris agreed to advise the GMPTE traffic monitors, and also to see if we can get a contact tel there for traffic light sequence problems       ACTION JH****

    b/. There were reports of drug dealing adjacent to the football ground in Ainsworth Hall Rd. Cllr Penketh said the police were aware and monitoring what is a borough wide problem which they are dealing with fairly effectively by covert means. He agreed to check further with Insp Williams, and also raise concern with him that a neighbour's concern on this did not draw a response visit to her by the police. There is also litter at this site and Cllr Penketh agreed to get the "Area Team" to visit to clean up        ACTION SP****
