Good rating for Northamptonshire Public Health's comissioned Substance Misuse Service

Northamptonshire Public Health’s commissioned Substance Misuse Service, Substance to Solution, has received a Good rating by the Care Quality Commission (CQC).

The service provides prescribed opioid substitution therapy, alcohol detoxification, psychological therapies and social and harm interventions across its four hub locations in the County, Northampton, Kettering, Corby and Wellingborough. The service also offers support to families and children affected by substance misuse.

The Substance to Solution service was inspected in 2016, but there was no rating given and the current structure was not in place. Therefore this is the first CQC inspection of the service in its current format.

All four hubs across the county were inspected, with a thorough examination of the environment, staff, feedback from clients, feedback from other professionals and a review of admin, policies, procedures and medication management.

The inspection team were looking to answer the following questions relating to the service.

  • Is it safe?
  • Is it effective?
  • Is it caring?
  • Is it responsive to people’s needs?
  • Is it well-led?

The CQC report praised the service across all five of these areas, highlighting outstanding work in Corby focusing on partnership work with a local bakery and a homeless outreach project, “tents in the wood”.

Cabinet member for Adult Social Care and Public Health, Councillor Ian Morris said:

“It is fantastic that the Substance to Solution has been awarded a "Good" rating across all areas of the service. The service has been working hard to deliver a personalised offer that really meets the needs of clients and this is reflected in the report.”

The performance of drug and alcohol treatment services is measured as part of the Public Health Outcomes Framework. In addition to meeting national benchmarks, Substance to Solution have pushed Northamptonshire into the top 25% of local authorities in the country for the successful treatment of opiate users, a position that has been maintained since 2017.
