Details of £20 million in-year measures outlined by Northants County Council

Details of how Northamptonshire County Council can make an additional £20milllion in-year savings have been revealed by the authority.
The county council today outlined its stabilisation plan, which has been drawn up to move the authority towards financial sustainability.
Cllr Malcolm Longley, county council cabinet member for finance, said: “A great deal of work has been done with the Commissioners to make sure we move towards financial stability.
“What this piece of work does is identify in-year measures which will help close the in-year financial gap. However clearly there are great challenges ahead and we must continue to focus all our energy on achieving financial sustainability.”
Measures include increasing income from Council Tax. This will include work to request early access to county council funds currently held by district and borough councils for contingency. It also proposes close working with these councils to increase council tax collection rates, reduce council tax debt and crackdown on those incorrectly claiming single person discounts.
Mitigations also include stepping up the work to reduce agency staff by transitioning more children’s social worker agency staff to permanent contracts and reducing the agency work-force by 30 per cent across the rest of the council.
Additionally from next year a complete review of Learning Disability Services will take place to tackle the escalating costs charged by private sector providers.
Other measures include a complete review and reduction in the home to school transport budget by evaluating the current policy as well as working with district and borough councils on efficiencies with the collection and disposal of waste.

So many of the issues have been flagged previously, but ignored. Costly outsourcing, use of agency staff, refusing to raise local tax for political gain and now the District Councils are going to dig deep acting as "funders of last resort"
I see no request being made to central government for additional funding to address their own policy outcome?

Because they are aware that they will get no financial help ,this is a test case more and more county/district councils will disappear as there is so much duplication ,this would NOT happen in the business world as most successful businesses will adapt to what is happening the ones who dont as we have seen recently go out of business .
