The residents' pass scheme in place for Neston Household Waste Recycling Centre (HWRC) is being improved, but since February 18, households will need to apply for a new pass before using the facilities.
John Vaughn - Duty Manager, HW Martins, Matt Smith - Contracts
Officer, Joint Waste Team, Cheshire West and Chester Council,
Keith Miller - resident and Neston HWRC Visitor.
Cheshire West and Chester residents who want to use Neston HWRC will need a new bar-coded Residents Household Waste Permit and this must be shown on every visit to Neston HWRC where it will be scanned by the site staff.
The permits are issued free of charge to Cheshire West and Chester residents, have unlimited usage and are only valid for the disposal of household waste.
Councillor Lynn Riley, Executive Member for Community and Environment said: "The Council has improved the permit system in Neston to ensure that Cheshire West and Chester residents continue to receive the first class service provided for them in Neston.
"The Council cannot provide service for those residents who live outside the Borough".
Neston ward Councillor Andy Williams said: "The Council has improved the permit system in Neston so that Cheshire West and Chester residents receive a more efficient service when they visit the site.
"The Bar-coded permits will allow the site staff to check residents' details easily and allow residents quicker access to the site."
The Household Waste Permit Scheme currently in operation at Cheshire West and Chester Council Household Waste Recycling Centres (HWRCs) for larger volumes of waste is also being improved. Residents using any Cheshire West HWRCs with a van, pickup, commercial type 4x4 and MPV or using a trailer with an internal length over 1.5 metres will need a permit in advance.
From February 18 a separate bar-coded permit allows each resident a total of six visits within six months for the disposal of domestic waste. The Council does not accept commercial or industrial waste.
Those residents visiting the Neston site with one of the above identified vehicles will need to be in possession of both the Household Waste Permit and the Neston Residents Permit.
The improvements made are aimed at making both schemes more user friendly and provide people with instant access to their permits. Both permits will be instantly available through the website or the Customer Contact centre. They can be posted directly to the resident's address or collected from a number of dedicated Council buildings located across the Borough.
A separate bar-coded permit for the other HWRCs in the Borough allows each resident a total of six visits for the disposal of domestic waste. The Council does not accept commercial or industrial waste.
The permits will be instantly available via e-mail and can be collected from a number of dedicated Council buildings located across the Borough.
The improvements made will make the scheme more user friendly and provide residents with instant access to their permits.
Staff at the HWRCs encourage residents to recycle a wide range of products including cooking oil, metal, wood, electrical items, car batteries and garden waste.
Currently 77 percent of the waste received at the HWRCs is recycled or reused.
Councillor Riley added:"The Council is using technology to meet the changing needs of its residents. The system will now give residents better access to the permit scheme and make it much easier to use whilst also continuing to prevent people disposing of commercial or industrial waste".

(1) If you are just using your car you have unlimited use
(2) If you are using a van/pickup/car with large trailer you need a ticket as well as your pass and you will only be able to get 6 of these tickets per six months. This is to stop any funny business with say traders coming along and getting rid of commercial rather than domestic waste
